Starck was one of a few makers who made bagpipes in this style. It can be very challenging to determine the actual maker. With Starck, I usually look at the stocks. Although not an ironclad guarantee, the profile of Starck stocks was very consistent. Sometimes we find these old bagpipes in difficult condition (right). Sometimes we get lucky with the finish result (below).
The Starck bagpipe above appears to have been used as an Irish War Pipe, with the third drones stored away somewhere. The profile of the chalice top is quite unique and probably dates back to the early 1900's.
Starck also made chalice topped drones with regular beading and combing. He also made sets with projecting mounts rather than button mounts.
