A hugh issue in identifying old bagpipes is that makers didn't remain failthful to one particular style or design.  Keith Sanger believes that the hands of the early makers were often guided by the wishes of the pipers and that standard designs, as we know them today, simply didin't exist.  There is a small number of experts worldwide who collaborate on these matters, sometimes in agreement and other times not.  This bagpipe falls into that "could be" category.
